Gear isnt bad but i think we are full on enhance shamans.

anyway, Hungi you havnt chosen the +hit talents in the resto tree, which means you lose 3% hit or equal to 6x +8hit rating gems or 47 hit rating. That is why you gem yourself with hit rating.
What I can see on armoury, you have too low hit rating and dont even have the 3% hit from talents. You need ATLEAST 120 hitrating and all the talent points, before you stop thinking about hit.

I understand your spec, but you aint well geared enough for it, some day you reach higher +hit rating from only good gear (not gems) it is a good spec, but now you need hit% chance.

I vote yes if you respec and officers think you can be needed, and that you want to gear yourself up by joining alot of heroics and karazhan.

Gervantes, that hit talented is not so needed on enhancement shaman. Those talents from elemental are better for PvE than that 3% hit talent in my opinion.

Anyway, I can see your point of 10% less damage income on you and 1 sec less cd on shocks is very good, but in my oppinion, 
it would be better to take the 3% hit and 5 points in none interruptet 
healingspells. Then you can choose strength gems instead of hit rating  
gems (we are talking 6 gems here). Strength will give your healing a bonus 
and your earth shocks, you wont be interruptet either while healing, and lets 
face it, we can quite easily heal ourselfes :)
